Kisii Senator Chris Obure and three former Permanent Secretaries were on Wednesday charged over corruption related to the multi-billion shilling Anglo Leasing scandal.

Obure who was charged over crimes committed when he was a Minister of Finance in former President Daniel arap Moi’s government, was in the dock alongside former Transport and Communication Permanent Secretary Sammy Kyungu, former PS Ministry of Finance Joseph Magari and former PS for Internal Security and Provisional Administration Dave Mwangi.
They have all denied abuse of office and conspiracy to commit economic crime charges, although Mwiraria and the Kamani’s who are represented by lawyer Ahmednassir Abdullahi were not in court/CFM NEWS
Also charged alongside them were former Postmaster General Francis Chahonyo, former Finance Secretary Samuel Bundotich and David Onyonka who was in-charge of debt management in the Ministry of Finance at the time he is accused of committing economic crimes.

David Mwiraria who took over from Obure as Finance Minister when Mwai Kibaki took over the presidency in 2002, was also meant to be charged alongside them but his lawyer, Kioko Kilukumi, informed the court that he was admitted to the Karen Hospital at 1am on Wednesday morning following hip replacement surgery.

“He returned to the country a week ago and was at Integrity House on Monday to have his fingerprints taken but he could not even exit the vehicle due to his condition,” he told the court.

Businessmen Deepak Kamani, Chamanlal Kamani and Rashmi Kamani were also to be arraigned in court on Anglo Leasing corruption charges on Wednesday but their lawyer Ahmednasir Abdullahi told the court that they were out of the country but would present themselves before the Ethics and Anti-Corruption Commission on Thursday morning before taking their pleas.

“They are expected to return to the country this evening (Wednesday),” Abdullahi told Chief Magistrate Hannah Ndung’u.

International warrants of arrest were issued for Brian Mills and Bradley Birkenfeld after the Director of Public Prosecutions Keriako Tobiko told the court that Birkenfeld is an American citizen and Mills’ whereabouts are unknown

Three companies are also to face charges over the Anglo Leasing saga and they are Sound Day Corporation, Apex Finance Corporation and Infotalent Limited also known as Infotalent systems and which is also represented by Abdullahi.

The charges against all the above are divided into three for the three projects cumulatively referred to as Anglo Leasing.

Obure, the former PS Communication, former Postmaster General and Bundotich stand accused of abuse of office and breach of trust in the procurement of VSAT Products from M/s Spacenet Inc. for Data Network and Rural Internet Services Project for the Postal Corporation of Kenya between March and July of 2002.
